I found no way to control this issue such it would be acceptable for daily use. Wrap Text Does Not Adjust Row Height In Excel 2013 I think Excel is trying to auto-fit in a way that will ensure everything is almost always visible no matter your zoom level.
They are not writing out the AutoFitHeight tag, they are adjusting the value of ss:Height and writing that out. That means, if you have a default height of 15, and you create a sheet and set all the heights to 12, you just forfeited automatic autofitting. You can find additional information about this issue in the Microsoft Knowledge Base: http://support.microsoft.com/?kbid=149663 If you have quite a few rows that contain cells with wrapping turned on, and the height I checked the exact height and it is still less than the 409 point maximum.

When the text is just the right size the extra row is there to hold the LF character. ss:AutoFitWidth="1" and ss:Width is specified: Set the column to the specified width and only autofit if the size of the content is larger than the specified width.
