As Tomcat 6.0 supports Servlet 2.5, I would recommend to declare your web.xml as Servlet 2.5:

Thanks. I'm also interested if anyone can tell me whether it was tomcat not recompiling the JSPs or tiles caching the output of the JSP. If taglibs/EL was not working you would have seen them raw in the generated HTML output by rightclick > View Source in webbrowser. This way everything should go automagically (Eclipse will take appserver's libraries in the build path itself and autogenerate a Servlet 2.5 compliant web.xml). Another mistake is lack of quotes around your EL expression "". Tomcat 5.0 also doesn't. I'm trying to use jstl in jsp page. See above answer for potential reasons, and ways how to enable it.

As of JSP 2.0, the EL is processed by core JSP and has nothing at all to so with the JSTL.
