We cannot expect every visitor to every website that uses Vimeo to be savvy enough (or bothered enough) to install the latest version of Flash every time they visit the website. Sorry we can't give you a more exact timeframe. Otherwise my other users cannot view the video. It's hard to diagnose issues through a 3rd party.
