A quick work around is to add the eject.menu to the startup items. I have checked that it is not set as the shortcut for 'Speak selected text' option I have tried resetting the NVRAM I have tried switching user to check if it I constantly have to backspace over mis-capitalized words and tap the caps lock key multiple times.
