On your server open IIS manager, click the plus sign under default website and then select "Exchange" and right click and choose properties. OWA working fine. I hate Microsoft lifetime circle, there is no reason cut of working Exchange 2003. When you removed IIS, did you remove it completely following the Microsoft guide?
